Community Engagement Program

The Regional NRM Plan provides strategic direction for the Board and its partner organisations to manage the natural resources of the region. The plan also outlines the Board's investment to 2001, much of it community contributions through the NRM Levy. 

Consultation Report

We are pleased to inform you that the Consultation Report is now available.

The Consultation Report is a comprehensive document which outlines the full consultation process undertaken by the Board when developing the Plan. In addition, the Consultation Report provides a summary of all submissions received during the formal consultation period, and the Board’s recommendations to the Minister for Environment and Conservation in respect to the submissions received.

We would like to take the time to thank everyone who took the time to prepare and submit a response, we appreciate the part you have played in the Plan process.

The community engagement program - the journey so far.

Engaging with our partners and stakeholders is important to the success of the Regional NRM Plan, for it's the community's input and involvement that will make the Plan relevant and useful to all parties.

The engagement program was designed in four stages tailored to the various NRM partners and community groups.

Stage One

The first stage was held during November and December 2006. It comprised of a series of approximately 40 in-depth face-to-face interviews with senior representatives of organisations identified by the NRM Board as key partners in NRM. The interviews were conducted in most cases by Board and Group members of the Adelaide and Mount Lofty Ranges Natural Resources Management Board.

The objectives of the ‘key conversations' were to increase awareness of NRM and the AMLR Board, to build consensus around the vision and aspirational goals and to achieve ongoing partner involvement in natural resource management across the region. It also gathered information about important issues facing our NRM partners.

Stage Two

The second stage was an on-line survey sent out in April 2007 to community, business and academic organisations, introduced through phone calls made by NRM Board and Group members. The survey was then sent out to those who were interested in giving their input and feedback.

The objectives of this stage were to seek feedback on the vision & goals and on broad issue priorities. This stage also helped to increase the awareness about NRM, the Board and the Plan. The findings from this survey are available here:

Stage Three

Stage Three took place in May 2007 with a series of workshops with local government and peak bodies from non-government organisations. What was crucial here was to get the thoughts and feedback from those working 'hands on' with NRM delivery and therefore could provide a unique insight into the Plan. These workshops were more specific as there were discussions around the State of the Region Report and Resource Condition Targets.

In June and July 2007, nine community workshops were held across the region. The purpose of the workshops was to help create draft strategies and actions for the Plan, particularly around local issues. Participants saw presentations on the State of the Region Report and gave feedback on targets.

Stage Four

Our Formal Consultation on the Draft plan went into top-gear in December 2007 with the distribution of more than 1,200 copies of the plan on CD-Rom. This included an invitation to attend one of four community forums held in each NRM Group region; Northern, Central, Southern and Fleurieu. These forums ran between the 10th and the 13th of December and were attended by more than 120 enthusiastic community members; raising some key issues and providing constructive feedback on the plan and our consultation process.

The NRM Board staff also visited key partners including the SA Farmer’s Federation, Conservation Council of SA and local councils. A briefing on the plan was also given to SA Government agencies on the 19th of December, which provided some key insights and suggestions on the plan.


The Board’s NRM Planning team hit the road in the week commencing 21 January 2008, inviting members of the public to visit them at one of the Board’s four regional offices; Eastwood, Gawler, Willunga and Lobethal. These regional office “open-house” days were particularly successful in weeding out some complex issues and, with their one-on-one interaction, provided some valuable insights on the plan to both the planning team and community members alike.

The NRM Plan Hotline, which gave members of the public direct access to planning staff over the phone, ran the full length of the formal 10 week consultation period from 26 November 2007 to 4 February 2008.

The Youth Environment Council (YEC) of the Department for Environment and Heritage also conducted a full council meeting on 30 November 2007. Members of the YEC invited representatives from the AMLR NRM Board staff to discuss how the Board and YEC can further strengthen their ties and work together toward better NRM outcomes. Priorities highlighted in this meeting can be found below.

All comments and suggestions received in writing were collated and reviewed by the NRM planning team. Recommendations for changes to the draft plan were submitted to the Minister for Environment and Conservation in March 2008 and were considered by the NRM Committee of Parliament in June 2008. The Board’s first three year plan will be implemented in July 2008, and reviewed annually thereafter.
